In a significant diplomatic move, German election winner Friedrich Merz (CDU) and French President Emmanuel Macron have committed to a “restart” of relations between their nations. The two leaders met for an extensive three-hour discussion at the Élysée Palace on Wednesday evening, covering key topics including defense, migration, and trade policy. The meeting, described by Merz as warm and trusting, marked the beginning of a “new chapter” in German-French cooperation.
Macron extended the invitation to Merz on election night, emphasizing the urgency of reinforcing German-French collaboration, particularly in defense. Returning from Washington with a renewed sense of urgency, Macron sought to align strategies and define a framework for negotiations. The French President is particularly interested in Merz’s proposal for a second special defense fund, which could be established before the end of the legislative period.
Both leaders agreed on the importance of Europe assuming greater responsibility for its own security. Macron expressed his hope for a large-scale European defense fund, modeled after the Next Generation EU pandemic fund. However, the discussions also sought to temper expectations regarding this initiative. Instead, efforts were directed at finding mutually acceptable solutions that respect the financial constraints each country faces.
With France’s high national debt, Macron is exploring the possibility of mobilizing private savings to finance defense programs. He mentioned the concept of launching savings products dedicated to defense investments, though the idea remains in its early stages. Despite these financial concerns, both leaders concurred that Europe has entered a “new era,” requiring collective responsibility and proactive measures.
The transatlantic relationship was also a major point of discussion. Merz had previously remarked on television that the Trump administration appeared indifferent to Europe’s fate, a sentiment reinforced by Macron’s observations during his U.S. visit. The Élysée Palace perceives Trump’s approach as one of disengagement from European institutions, an impression solidified by last-minute diplomatic snubs and dismissive rhetoric towards the EU. Macron indicated that Trump expects European nations to take on the primary responsibility for security guarantees to Ukraine in the event of a peace agreement. France has expressed willingness to contribute militarily, while Germany is expected to play a pivotal role in ensuring adequate supplies of arms and ammunition to Ukraine.
Merz and Macron have confidentially outlined a joint agenda that will be further discussed in coalition negotiations. Macron has noted the influential role of Wolfgang Schäuble, who once described Merz as a leader capable of shaping discussions rather than merely reacting to them. The connection between Macron and Schäuble, reinforced by Macron’s German-language speech at the Bundestag state ceremony, highlights the depth of the Franco-German relationship.
Beyond politics, the two leaders share a common appreciation for the German artist Anselm Kiefer. Following his December 2023 meeting with Macron, Merz visited Kiefer’s studio in Croissy-Beaubourg. Kiefer, known for his monumental works exploring themes of destruction and Germany’s past, has six pieces displayed in the Panthéon, a project initiated by Macron.
Merz and Macron are determined to deepen the emotional bond between Germany and France. Merz’s personal connection to France dates back to his teenage years when he participated in a student exchange program in Auvergne and learned French. This cultural affinity complements the political objectives of fostering closer ties between the two nations.
Following his visit to Paris, Merz underscored the potential for Franco-German cooperation in shaping Europe’s future. “Together, our countries can achieve great things for Europe,” he wrote on the X platform. With both leaders committed to revitalizing relations, the stage is set for a new era of German-French collaboration.
